Viktor Yanukovych: The responsibility which the authorities bear for the country's development, for the economy's level should be the highest

The Party of Regions Leader Viktor Yanukovych, making a speech at the tribune of Verkhovna Rada of Ukraine, introduced the VR's draft decree "On Ensuring Implementation of the National Program on Subways Construction and Development for 2006-2010 in Donetsk and Dnipropetrovs'k". In particular, he marked the following:
- Draft decree "On Ensuring Implementation of the National Program of Constructing and Developing Subways for 2006-2010 in Donetsk and Dnipropetrovs'k" was examined today at a meeting of the Verkhovna Rada Committee on Economic Policy. According to the consideration results it was suggested to include Kharkiv in this decree additionally. It is a Committee's proposal, and I accept it because we must not discriminate cities.
As it is generally known, in our country subways are built in Dnipropetrovs'k, Donetsk, Kharkiv and Kyiv. But if we look at this year's level of construction financing, we can see that it is quite low. The highest rate of financing in these cities makes up 32%. Others – 20, 23, 25 per cent... It means that the Program on Subways Construction and Development is actually not fulfilled.
All three cities – Donetsk, Dnipropetrovs'k and Kharkiv – as a whole provide over 50% of Ukraine's GDP. Subway construction in these cities is of great importance. Subway is recognized as the most efficient transport system in the world. It resolves social, economic, ecological problems integrally. We, as the country which aspires to have strong, ramified social infrastructure, bear responsibility for implementation of the Program. Therefore, I would ask to add Kharkiv and Kyiv to the Program, and money in the volume stipulated in the National Program.
I urge to support this decree. The responsibility which the authorities bear for the country's development, for the economy's level should be the highest. The decisions should be always approved taking into account world practice and a state of affairs in Ukraine. We can settle this issue as it is done in many countries in the world.
During two cadenzas of premiership I have come to know Ukrainian economic complex very well, especially – in the regions. I would like to say that we should also make a decision concerning construction of the highway stream crossing in Zaporizhzhya. It is the next suggestion we will have to examine in several days.
We should comprehensively examine the problems of every regional center, hear local communities and approve the regional centers development program. Not only the state but also local governments will be responsible for its implementation.
If we unite and jointly accept such decision, establish effective control over implementation of this program, then this program will work. It will be a very positive signal for whole Ukraine. | |
